JUDGEMENT

(1.) Heard Ms. Sainem Leivon, learned counsel for the petitioner. Also heard Ms. Sundari, learned GA appearing on behalf of the respondents.

The father of the petitioner namely, Shri Phenjinang Charengnamai donated a land measuring about 3 acres at Thonglang Atongba Village in the erstwhile Senapati District and presently under Kangpokpi District for installation of Rural Water Supply Centre with a promise to make appointment to one grade - IV post. Thereafter, the petitioner's father was allowed to function as Chowkidar cum Fitter from 25-5-1984. In the month of July, 1992, the petitioner's father made a representation for appointing him as Chowkidar cum Fitter.

(3.) It is also the case of the petitioner that during the 35 years of service rendered by the petitioner's father, the Public Health Engineering Department has paid an amount of Rs. 70,000/- in the year 2007, Rs. 20,000/- in the early part of 2019 and Rs. 30,000/- again in the year 2019.
