JUDGEMENT

(1.) Heard Mr. M. Hemchandra, learned senior counsel for the petitioner as well as Mr. N. Kumarjit, learned AG, Manipur for the State respondents.

(2.) The Director of Health Services, Manipur issued a Notification dtd. 10/5/2016 calling for applications for filling up various posts under the Health Department, Government of Manipur on temporary basis. Amongst the posts advertised, 62 posts of Pharmacist (Allopathy) were also advertised and the petitioner, being eligible applied for the same and participated in the selection process. However, her name did not appear in the selected list inasmuch as she did not do well in the viva voce/interview where 20% marks was reserved.

It is the case of the petitioner that the Government of India, Ministry of Personnel, Public Grievances and Pensions(Department of Personnel and Training) had issued several memoranda dtd. 29/12/2015, 31/12/2015 and 15/1/2016 which provides for discontinuation of interview at Junior Level Posts in the Government of India -- recommendation of Committee of Secretaries.
