JUDGEMENT

(1.) Heard Mr. M. Hemchandra, learned senior counsel appearing for the petitioners. Also heard Mrs. Sundari, learned G.A appearing on behalf of respondent No. 1, 2 & 3.

(2.) The Government of Manipur for enhancing the technical capacity of Nurses and ANMs as well as to strengthen the Supervisory structures of District and Block Level took a policy decisions for re-designating 61 vacant posts of Female Health Supervisors to (i) one post of Deputy Director (PHN), (ii) 5 posts of District Public Health Nursing Officers, (iii) 12 posts of Assistant Public Health Nursing Officers (Maternal Health), (iv) 12 posts of Assistant District Public Health Nursing Officers (Child Health Immunization), (v) 19 posts of Block Public Health Nursing Officers, (vi) 12 posts of Public Health Nursing Supervisor under Medical and Health Department, Manipur with immediate effect by an Order dated 24.06.2015.

(3.) Pursuant to the Order dated 24.06.2015, the respondents issued an Order dated 13.04.2018 whereby one Smt. M. Memcha Devi, the Seniormost District Public Health Nursing Officers, Senapati was Ordered to work as incharge Deputy Director (Public Health Nursing). By the same Order, it was also directed that the said Smt. M. Memcha Devi will continue to draw her salary from her substantive post of District Public Health Nursing Officers, Senapati.
