JUDGEMENT

(1.) Heard Mr. M. Devananda, learned counsel appearing for the petitioner as well as Mr. Devendra, learned G.A. appearing for the State respondents.

The Revenue Department, Government of Manipur issued a notification dated 11.05.2016 calling for applications in prescribed form from eligible candidates who were already sponsored by the respective Employment Exchange in the State for direct recruitment to 9 (nine) categories of posts. Amongst the 9 (nine) categories of posts, the petitioner applied for the 50 (fifty) posts of LDCs. Thereafter, written test for recruitment to the posts of LDCs was held on 18.09.2016 and the results were declared by a notification dated 03.01.2017 wherein 322 (three hundred twenty two) candidates were declared as successful in the Written Test and qualified for Computer Typing Test which was fixed on 05.01.2017. However, with the announcement of the elections by the Election Commissioner of India, the Model Code of Conduct came into effect from 04.01.2017 for the Tenth Manipur Legislative Assembly Elections- 2017 and accordingly, the Typing Test scheduled on 05.01.2017 could not be held.

The petitioners who were declared as successful candidates of the Written Test by the notification dated 03.01.2017 preferred a writ petition before this Court which is registered as W.P.(C) No. 971 of 2018 praying for a direction to the respondents to complete the DPC for recruitment of 50 (fifty) LDCs in the Revenue Department.
