JUDGEMENT

(1.) Heard Shri M. Devananda, learned Advocate appearing for the petitioner and Shri Niranjan Sanasam, learned Government Advocate appearing for the respondents.

(2.) By the said writ petition, the petitioner has prayed for issuing a writ of mandamus or any other appropriate writ to direct the respondents to award the contract to the petitioner in respect of package No. MNO2171 as per Clause 27.1(i) and (ii) of the Standard Bidding Documents.

(3.) The petitioner is a humble hard working contractor by profession who had undertaken many contract works in the past in the Department of the present respondents. The Central Government provided funds to the State Governments for construction roads in the rural areas including the hill areas and the schemes under the PMGSY were executed by the Ministry of Rural Development and Panchayati Raj through the MSRRDA which has been renamed as RED.
