(3.) The petitioner initially joined service as Deputy Superintendent of Police in the C.R.P.F. on 11.09.1972. The Government of India issued the Office Memoranda dated 15.09.1998 (Anexure-A/2); and 27.08.2004 (Annexure-A/3), thereby providing the concession and benefits of double/additional House Rent Allowance (HRA) for all employees who are posted in the J and K or North East Region.
