JUDGEMENT

By the instant writ petition, the petitioner has prayed for issuing a writ of certiorari to quash and set aside the advertisement dated 27-11-2006 in respect of the post of Senior Scientific Assistant (SSA) and also, for issuing a writ of mandamus to direct the respondents to consider the case of the petitioner for grant of promotion by amending the existing or approving the draft Recruitment Rules for the post of Senior Scientific Assistant.

The petitioner being a degree holder in Science was initially appointed as the Sample Collector on casual/ad-hoc basis vide order dated 08-09-1994 issued by the Member Secretary against the post created vide order dated 02-01-1990 and his ad-hoc service was extended from time to time till when he was regularised to the post of the Sample Collector vide order dated 18-12-1997 issued by the Member Secretary, Manipur Pollution Control Board (hereinafter referred to as "the MPCB").
