JUDGEMENT

(1.) Heard Mr. Ajoy Pebam, learned counsel for the petitioner.

(2.) The petitioner is a bidder along with 4 others who are respondent Nos. 5, 6, 7 and 8 in NIT dtd. 27/11/2025 issued by the Public Health Engineering Department, Government of Manipur for providing and laying of raw water main to Andro town. In the tender summary report (Annexure A/9 in the writ petition), the technical bid of the petitioner was rejected and those of respondent Nos. 5 to 8 are admitted for financial bid. The proceeding is challenged on the ground that the rejection of the technical bid of the petitioner is not disclosed and the private respondents have not filed undertaking in terms of clause 8 (ii) of the NIT.
