JUDGEMENT

(1.) Heard Mr. N. Mahendra, learned counsel appearing for the petitioners, Mr. Shyam Sharma, learned G.A. appearing for respondent Nos. 1, 2 and 3 and Mr. Kamminthang Khongsai, learned counsel appearing for respondent No. 4.

(2.) The present writ petition had been filed by 19 (nineteen) petitioners with a prayer for directing the respondent Nos. 1, 2 and 3 to remove stagnancy and create promotional avenue for the Non-secretariat Stenographers/Assistant Private Secretaries (APS) at par with their counterparts in Manipur Secretariat by framing appropriate common service rules providing suitable promotional avenues within 3 (three) months from the date of disposal of the present writ petition.

According to the petitioners, they were all initially appointed as Stenographer Grade-III/personal Assistant/Steno-Typists (hereinafter referred to as Stenographer Grade-III/equivalent) as direct recruit candidates in various departments of the Government of Manipur. According to them, the petitioner No. 1 is now working as Assistant Private Secretary in the Revenue Department, Deputy Commissioner's Office, Thoubal; petitioner No. 2 is working as Assistant Private Secretary in the Forest Department (PCCF office); petitioner No. 3 is working as Assistant Private Secretary in the Power Department; petitioner No. 4 is working as Assistant Private Secretary in the Public Works Department; petitioner No. 5 is working as Assistant private Secretary in the Planning Department; petitioner No. 6 is working as Stenographer Grade-I in the Education (S) Directorate; petitioner No. 7 is working as Stenographer Grade-I in the PWD, CE Office; petitioner No. 8 is working as Stenographer Grade-I in the Directorate of Sc. and Tec; petitioner No. 9 is working as Stenographer Grade-I in the Prosecution (Law Department); petitioner No. 10 is working as Stenographer Grade-III in the Directorate of Fishery; petitioner No. 11 is working as Stenographer Grade-I in the Public Works Department, Khoyathong; petitioner No. 12 to 14 are working as Assistant Private Secretaries in the Forest Department (PCCF Office); petitioner No. 15 is working as Assistant Private Secretary in the Rural Development and P R (DRDA, Chandel); petitioner No. 16 is working as Stenographer Grade-II in the University and Hr. Education (Chandel College); petitioner No. 17 is working as Assistant Private Secretary in the Planning Department; petitioner No. 18 is working as Assistant Private Secretary in the Public Works Department, Chandel Division and Petitioner No. 19 is working as Stenographer Grade-I in the Public Works Department, Khoyathong.
