JUDGEMENT

(1.) Heard learned Counsel for the parties.

(2.) In both the writ applications the question for consideration was as to whether the General Manager (Administration), OSRTC can be authorized to exercise the powers of the appellate authority in respect of Bhubaneswar and Berhampur Division in addition to his own duties.

(3.) Admittedly under the Rules, the Divisional Managers are the appellate authorities in respect of the respective Divisions. In absence of the Divisional Managers, the General Manager (Administration) had been authorized to act as the appellate authority. During pendency of the writ applications, on 4.8.2010 two officers have been promoted to the post of Divisional Managers, OSRTC, one at Berhampur and the other at Sambalpur.
