Mr. Kalyan Bandyopadhyay, learned Senior Counsel appearing for the petitioner vehemently submitted that both the impugned orders dated 29th July, 2010 as well as the appellate order dated 1st June, 2011 are instance of total non-application of mind and also without considering the reply of the petitioner against the show-cause notice.
