(1.) The petitioners are the teaching and non-teaching staff of Rahara Ramakrishna Mission Boys Home Industrial Training Centre. The said Training Centre and/or Institution is aided by the State Government. Similar to this Institution, there are a large numbers of other Institutions also which are under the direct control of the State Government. The Institutions are otherwise called Junior Technical School and/or Polytechnic. Three of such Schools at Fulia, Shibpur and Asansol have by Memorandum dated 26th March, 2003, come to be renamed as Industrial Training Centre (I.T. Act). All these three are the directly controlled by the State Government and their pay and allowances are regulated exclusively by the State Government.

In so far as the petitioners are concerned, they are under the control of the Managing Committees and are appointed by the Managing Committee and their grant-in-aid, inter alia, in the form of Dearness Allowance to each teacher comes through the Director of Technical Education, Government of West Bengal.
(3.) The petitioners claim the right to conversion from the existing CPF Scheme they are under to the GPF (Pension-cum-Gratuity Scheme).
