This is a writ petition which has challenged the refusal of the writ petitioner's application for Other Backward Class certificate both by the respondent No. 4 and the appellate authority being the respondent No. 2. Annexure P/10 is the original order of the respondent No. 4. Annexure P/14 is the appellate order. The affidavit in opposition used by the State of West Bengal has indicated (as Annexure A at page '12') the characteristic of the said backward class. However, from the same it does not appear what documentary evidence can be presented by a person claiming to belong to the backward caste {Chasatti (Chasa)} as mentioned in serial No. 9 of backward category B appearing at annexure P/2 of the writ petition. The petitioner claims to be a member of the Chasatti (Chasa) backward category. It is her case she produced a certificate from the concerned Pradhan of the Gram Panchayat substantiating her claim. Because this certificate was in Bengali and not in English, the respondent No. 4 who exults in the surname of 'Biswas' chose to ignore the certificate while sitting as Sub-Divisional Officer in West Bengal and asked for the certificate in English.
