JUDGEMENT

(1.) The grievance of the petitioner is directed against a decision of the Indian Oil Corporation (IOC) which had been communicated to the petitioner by an e-mail dated 4 March, 2019.

(2.) By an advertisement published by the IOC, both in the English and Bengali newspapers, bids were invited for appointment of retail outlets at various locations in the State of West Bengal. IOC also published a brochure for the purpose of selection of dealers for regular and retail outlets. The brochure contained the terms and conditions of the tender.

On 22 December, 2018, the petitioner submitted his application in the prescribed format, as had been uploaded by IOC in its website for a retail outlet dealership at Gajnipur in the District of Murshidabad after payment of the requisite fees. On 12 January, 2019, the petitioner received a message on his mobile number of informing him to submit the necessary documents. On that date the petitioner also received another e- mail whereby he was directed to furnish the security deposit money within the stipulated time period. On 16 January, 2019, the petitioner deposited an initial security deposit as sought for by the IOC. On 17 January, 2019, the petitioner submitted all necessary documents with the office of the Durgapur Divisional Office of IOC. IOC issued a receipt acknowledging payment of the security deposit made by the petitioner.
