(1.) The affidavit-of-service filed be kept on record. The petitioner appears in person and submits that she is a student of Bachelor of Arts (General Course) in Loreto College (in short, the said College). She emerged to be successful in Part-I and Part-II examinations and applied online for participating in the Part-III examination and paid the examination fees. Though she was willing to deposit an amount of Rs.200/- as a non-collegiate candidate to participate in the said examination, the college authorities did not receive the said amount. Aggrieved thereby, she submitted a representation to the respondent no.4 on 13th February, 2018 but the same was not responded to and as such, she issued a notice to the respondent no.4 through her learned advocate on 22nd February, 2018 which was replied to by a letter dated 28th February, 2018. She submits that as the authorities have accepted the examination fees, she should be allowed to participate in the Part-III examination, the practical pertaining to which is due to commence on and from 19th March, 2018.

The Principal of the said College appears in person and submits that the petitioner's attendance percentage in Geography Theory was 47%, in Geography Practical it was 49%, in English it was 40% and in Political Science it was 31% and as such her attendance percentage being less than 60%, she is a discollegiate student and the Examination Regulations do not permit a dis-collegiate student to participate in the examination.
(3.) In reply, the petitioner submits that she could not attend the classes since she was suffering from an eye infection and such fact was intimated to the respondent no.4 by a letter dated 16th November, 2017 but the same was also not responded to.
