JUDGEMENT

(1.) The Appellant Authority made a decision on 3rd Dec., 2002 withholding four increments of the appellant with cumulative effect. This decision was made by this authority in adjudication of several charges levelled against the appellant for acts of omission or commission of his official duties.

(2.) It may be mentioned in this connection that there was a early round of litigation of this Court ( W.P. 17183(W) of 1999).

(3.) A learned Single Judge of this Court on 7th Oct., 2002 had directed the Appellate Authority to consider the appeal of the appellant by giving a personal hearing and by passing a reasoned order.
