JUDGEMENT

(1.) IN spite of service of notice as well as despite appearance of the matter in the list for several times no one has appeared on behalf of the State.

(2.) WE have heard Mr. Saptangshu Basu, learned counsel, appearing on behalf of the petitioner at length.
