(1.) It is not the usual technocrats against the bureaucrats, but now it is between two groups of senior technocrats over their claim for the superior administrative posts of Dy. Chief Engineer.
(2.) The two wings of the Civil Engineering department of the Calcutta Port-Trust namely, the Indoor or the Design Cadre and the Outdoor or the Supervisory Cadre, which normally should have been two contended and harmonious groups in the interest of giving better shape to the Construction Projects of the Port Trust, have unfortunately not been so in spite of different proposals made in the past for integrating the two wings and alternatively to create better promotional and/or other prospects for the Design Cadre.
(3.) The petitioner Prafulla Kumar Roy, the senior most Senior Executive Engineer in the Design Cadre and now said to be due for promotion as the Superintending Engineer (Design) has come up before this Court for redress, his claim for the post of Deputy Chief Engineer having been turned down on the sole ground that the post is within the Supervisory or Outdoor Cadre and as such, out of bounds for an Engineer in the Design Cadre (Annexure 'C').
