(1.) Supplementary affidavit filed today in W. P. 8422 (W) of 2015 is kept with the record. Affidavits -in -opposition and affidavits -in -reply filed today are kept with the record.
(2.) By consent of the parties these four writ petitions have been taken up for hearing analogously as they involve similar issues and relate to similar facts.

The learned advocate for the petitioners has submitted that, the petitioners had participated in a selection process pursuant to an advertisement issued by the respondent no. 1 in terms of a circular bearing no.R/Cir.2/2000 dated February 28, 2000. The advertisement had invited applications for the post of Attendant/Peon/Cleaner with a time pay scale and that such appointment was on permanent basis. The petitioners, however, were given appointment on contractual basis. The petitioners had taken such appointment on contractual basis and worked for more than seven years. The petitioners have acquired a right to participate in the selection process for a substantive post in the respondent no. 1 pursuant to the rules prevailing in respect of the respondent no. 1. The respondent authorities had sought to deny the petitioners such opportunity. Consequently, the petitioners have come to the court with regard to regularisation of their services.
