JUDGEMENT

(1.) This mandamus appeal is at the instance of a writ petitioner and is directed against the order dated 16th July, 2004 passed by a learned Single Judge by which His Lordship dismissed the writ application on the ground that the writ petitioner had no locus standi to maintain the said writ application.

(2.) Being dissatisfied, the writ petitioner has come up with the present mandamus appeal.
