JUDGEMENT

(1.) This is an application under Article 226 of the Constitution of India passed by the Central Administrative Tribunal, Calcutta Bench, in Original Application No. 1001 of 2009.

(2.) This case has a chequered history.

(3.) One Monohar Mandal, father of this petitioner, was working as Shuntman with the Eastern Railway. At the relevant point of time, he was at Andal in the district of Burdwan. He was missing from June 13, 1997. His whereabouts could not be traced. The police submitted a final report.
