JUDGEMENT

(1.) Subhro Kamal Mukherjee 1. The writ petitioner was a Junior Hindi Translator, which is the feeder post for promotion to the post of Hindi Officer.

(2.) The authorities decided to create a post of Senior Hindi Translator. The writ petitioner was promoted to the said post of Senior Hindi Translator. Unfortunately, the recruitment rules were not am ended. The post of Senior Hindi Translator was not included in the feeder post for promotion to the post of Hindi Officer.

(3.) Therefore, for no fault of the petitioner, he was not considered for the post of Hindi Officer, although so many juniors to him were considered for the post of Hindi Officer and promoted.
