JUDGEMENT

(1.) This appeal is directed against a Judgment and order dated 8th July, 1999 passed by a learned Single Judge of this Court whereby and whereunder the writ petition filed by the appellant herein was dismissed.

(2.) In the said writ application the appellant had, inter alia , questioned the validity of a Public Notice bearing No. 38/(PN) 1997-2002, dated 1st September, 1997.

(3.) The fact of the matter lies in a very narrow compass.
