(1.) Mr. R. Dutta, learned counsel appearing for the petitioner as well as Mr. D. Sharma, learned Addl. G.A. appearing for the respondents.

(2.) This is a second round of litigation by the petitioner who had earlier approached this court by filing a writ petition being W.P.(C) No.1373 of 2017 which was disposed by the judgment and order dated 31.01.2019 observing inter alia as under:

Mr. Datta, learned counsel appearing for the petitioner has fairly submitted that the exercise has been carried out by the respondents and it would be evident from the communication dated 30.04.2019 [Annexure-7 to the writ petition] issued by the District Magistrate and Collector, Gomati, Tripura, where it has been observed as under:
