(1.) Heard Mr. Somik Deb, learned counsel appearing for the petitioners as well as Mr. D. Bhattacharjee, learned G.A. appearing for the respondents.
(2.) By means of this writ petition, the petitioners have projected a common grievance. At the time of scrutiny, all the persons aspiring to appear in the Tripura Teachers' Eligibility Test Examination (T-TET Examination) were required to produce Bachelor Degree in Education (B.Ed)/Diploma in Elementary Education (D.El.Ed) with 'pass' mark-sheet and certificate, if any. In the event of failure, their candidature would be rejected and no communication would be entertained. Even though, the petitioners produced a print of the marksheet as downloaded from the web portal viz. www.dled.nios.ac.in with the derivative for the subject and the same was produced at the time of scrutiny.
(3.) There is no dispute that all the petitioners have passed the D.El.Ed (for untrained in-service teachers) from the National Institute of Open Schooling (NIOS in short). From the records, it further appears that the result was published on 22.05.2019. Since the petitioners did not produce the physical/digital mark-sheet during the time of scrutiny, their candidatures were rejected. The petitioners have urged this court to direct the respondents to scrutinize the marksheet/ certificate and to allow them to place their online downloaded D.El.Ed pass certificate for purpose of allowing their candidature for appearing in the Tripura Teachers' Eligibility Test, 2018.
