JUDGEMENT

(1.) Since the issues involved in the present batch of writ petitions are similar in nature, the same are taken up together for decision. Prayers being common that of WP(C) No.610/2019, being the lead matter, is reproduced below:

(2.) On 14/2/2019, the Managing Director of the Tripura Horticulture Corporation Limited issued notice inviting e-tender for supply of seedlings/saplings/plants of different varieties of fruits to be planted under various schemes, including MGNREGA, within the State of Tripura. The bids were to be submitted from 14/2/2019 till 27/2/2019 and to be opened on 28/2/2019.

(3.) On different dates, i.e. 13/5/2019, 14/5/2019, 27/6/2019 and 28/6/2019 respectively, petitioners preferred the present petitions laying challenge to the said tender, inter alia, on the grounds that:
