JUDGEMENT

(1.) With the consent of learned counsel for the parties, this petition is finally heard.

(2.) The petitioner is a Partnership firm. It has carried out certain works for respondent nos. 3, 4 and 5.

(3.) Petitioner's grievance is that the respondent nos. 3,4 & 5 are not finalising its bills on the ground that it has not produced 'No Objection Certificate' from the Collector concerned with regard to payment of royalty on the material consumed by it for the contract.
