JUDGEMENT

(1.) THIS is second visit of the petitioner to this Court. Earlier he filed WP No.316/2007, which was decided on 20.11.2009. In the said petition, the petitioner claimed promotion from the post of Head Constable to the post of Assistant Sub -Inspector (ASI). The writ petition was dismissed, against which, Writ Appeal No.50/2010 was filed. Writ Appeal was allowed on 24.8.2011 with following directions: -
