JUDGEMENT

(1.) THESE writ appeals are directed against the common order of Writ Court passed in WP No. 4517/2009 and connected matters dated 13th October, 2010.

(2.) WRIT petitioners assailed the promotion order of the employees on the post of scale -III Officer. This is not in dispute between the parties that the promotions in questions are governed by statutory rules namely Regional Rural bank ( Appointment and Promotions of Officers and other employees), Rules 1998 (hereinafter called as '1998 Rules') . Promotional post of scale -III Officer is classified as ( Group -A). It is apex level post in the middle managerial category. Criteria for promotion is 'seniority -cum -merit'. Clause (J) prescribes selection process. As per clause (J), selection shall be on the basis of performance in the interview and performance appraisal reports (PARs) for the preceding five years, as per division of marks given below: -
