JUDGEMENT

(1.) Shri Mukesh Agrawal for the petitioner in W.P. No. 19140 of 2011(O). Shri H.S. Shrivastava, counsel assisted by Shri Sandesh Jain for the respondent No. 5 in W.P. No. 19140 of 2011(O) and for petitioners in W.P. No. 5308 of 2004(O), W.P. No. 2654 of 2006(O), W.P. No. 1893 of 2007(O) and W.P. No. 2261 of 2007(O).

(2.) As the controversy involved in all these cases are identical, all these petitions are being decided by this common order. For the convenience, facts are taken from W.P. No. 19140 of 2011(O).

(3.) The petitioner has sought the following relief:
