JUDGEMENT

(1.) Shri D. K. Dixit, learned counsel for the petitioners. Shri P. S. Nair, learned Senior Counsel with Shri Rajas Pohankar for the respondents.

(2.) With the consent of the learned counsel for the parties, the matter is heard finally.

(3.) The issue involved in both the petitions, i.e. W.P Nos.7666/2010(S) and 7146/2010(S), being identical, they are heard together and decided by a common order.
