(1.) Heard the learned Government Pleader for Civil Supplies.

(2.) The impugned order in this case is the order passed by the 1st respondent dated 31-7-1997 whereunder the revision petition filed by the writ petitioner was rejected on the ground that the petitioner had no locus standi.

(3.) It is necessary to narrate the facts to consider the validity of the impugned order.
