(1.) The question whether the Board of Management of Sri Padmavathi Mabila Vishwavidyalaya is competent to question the validity of the selection made by the Selection Committee falls for our consideration in this writ appeal.

In WP No. 1327 of 1995, on 13-8-1995, the learned single Judge held that the selection made by the Selection Committee was not bind ing on the Board of Management, and therefore, set aside the selection made on the ground that it did not disclose any objective criteria. Aggrieved by the said order, the petitioner-Dr. Veena Noble Pass has filed this appeal.
(3.) Briefly stated the facts of the case are that the petitioner-appellant completed her B.A. in 1970 from Osmania University securing II division. She also completed her M.A. (English) in 1973 from Osmania University in II division. Thereafter, she was appointed as Lecturer in English in Sarojini Naidu Vanitha Mahavidyalaya, and later on she completed her M. Phil. In English from Osmania University in 1984. She also obtained Ph.D. in English in 1987 from Osmania University. She also possesses Post-Graduate Certificate of teaching of English (PGCTE), as also Post-Graduate Diploma in teaching of English (PGDTE). She also possesses Diploma in Business Management (DBM). She was promoted as Reader in English in Vanitha Mahavidyala College. Further according to the appellant, she had been in the field of research work for the last 10 years. She published two books viz., "Modern India Drama an English Translation" and "Fiction of the Ninety's". She also prepared 15 research papers, which according to her were published in National and International journals. She participated in various workshops and seminars at national and international levels. She was awarded by the State Government the Best College Teachers Award in 1993. She organised the VI International Common Wealth Studies Conference in October, 1993 as its Organising Secretary. Delegates from India and abroad attended the conference and it was inagurated by Mulkraj Anand. A letter of appreciation was sent by Mulkraj Anand about the role of the appellant in organising the said conference. She was also member of various professional/academic bodies such as Indian Society of Common Wealth Studies, New Delhi, Indian Association for English studies etc. She was a research supervisor for six M. Phil, students ou t of whom onehad already completed his M. Phil, and the remaining five were continuing their work under her supervision. The University Grant Commission sanctioned a project titled "Theatre Performance Theory and Social Sciences" to the petitioner-appellant under its major research project for post-doctoral work.
