(1.) This is a public interest litigation. There are four petitioners and they are all residents of Madar Saheb Maktha Opposite Raj Bhavan, across the railway line, Hyderabad. The 4th petitioner is the President of Peoples' Union for Civil Liberties (A.P. Branch). He is also an advocate by profession. The petitioners are seeking a direction from this Court to the respondents to take all possible steps for removing the health hazards resulting from the drainage pipeline and overflowing of industrial effluents into Hussain Sagar Lake. They are also seeking a mandatory direction calling upon the respondents to remove and prevent pollution of waters in Hussain Sagar Lake, and also to prevent the air and environment pollution occurring thereby in the interest of life and health of the people of Hyderabad in general and the people of Madar Saheb Maktha in particular.
(2.) According to the petitioners Madar Saheb Maktha is on the water front of the Hussain Sagar Tank, opposite to Raj Bhavan. The main drainage pipe (sewage) carrying filth from the localities of Somajiguda, Ameerpet, Panjagutta, Khairtabad etc., is made to run across the locality and also across the water of Hussain Sagar Tank. There is a pumping house near the said locality which was installed for the purpose of regulating the flow of filth and dirty water, but the pumping house has not so far been commissioned as a result of which the entire filth and dirty water is flowing into the Hussain Sagar Lake from the said pumping house.

Further according to the petitioners, the pipeline had broken at two places near the aforesaid locality with the result that the entire filth was flowing on the open ground thus forming cess pools, and the whole locality was stinking as a result of which the entire area had become uninhabitable. Mosquitoes were breeding in millions and billions, according to the petitioners, and that the whole area was infested with many health hazards. Further according to the petitioners, many people, particularly, children were falling sick because of the above situation.
