JUDGEMENT

(1.) This Writ Petition is filed seeking a declaration to declare that the action of the respondent authorities in keeping in abeyance the result of the petitioners of B.Ed., Correspondence Course Examination for the academic year 1991 -92 as arbitrary, illegal and violative of Articles 14,16,21 and 300-A of the Constitution of India, and further, to direct the respondents to declare the results of the petitioners of B.Ed. Correspondence Course examination for the year 1991-92. The facts of the case in brief are as follows:

(2.) The petitioners, who are 16 in number, are graduates in Arts, Commerce and Science and are working as teachers in private schools on nominal salaries. They are admitted to B.Ed. Correspondence Course for the academic year 1991 -92 in Sri Venkateswara University in the month of July/August 1991. Pursuant to the admissions, respondence No.3 issued identity cards and allotted numbers. The enrollment numbers of the petitioners are 91092, 910038, 901063/A, 910554/A, 910074/C, 910434, 910087/A, 910097/A,910516,910216,910472,910219, 910310/A, 910028/A. The petitioners attended two contact programmes. Pursuant to the news letters issued by the third respondent directing the petitioners to attend the demonstration classes from 27th July 1992 to 30th July 1992 at S.V. University School, Tirupati, the petitioners attended the demonstration classes.

(3.) Similarly the petitioners were directed to attend the teaching practice classes from 4th September 1992 for 15 days at Tirupati/ Nellore/Kurnool. The petitioners paid the examination fee and they were also issued hall tickets on producing the identity cards and they appeared for the examination.
