(1.) The Director General of Anti Corruption Bureau submitted a report on December 18, 1985 in that it was shown how three Zilla Parishad Chairmen of Chittoor, Nellore and Vizianagaram have had 'abused' power in their day to day administration. The Government on perusal of report prima facie was satisfied of facts set out in the report. The three Chairmen on December 26, 1985 promptly were suspended in their order G.O. 613 for three months pending further investigation. The suspension period was extended on March 24, 1986 for another three months in G.O. 131,

The order on March 24, 1986 is assailed now in the writ petitions in the light of what transpired in the State Government on March 31, 1986 under the Andhra Pradesh Lok-Ayukta and Upa-Lokayukta Act 11 of 1983 ('the Act'). On March 19,1986 the Governor of Andhra Pradesh subscribed to an order under clause (3) of Section 18 of the Act. The Government based on the order of the Governor, on March 31, 1986 requested the Authority in Act 11 of 1983 to take action against the three Chairmen. The writ petitions are by Chairmen to assail the action of the State Government.
(3.) Though numerous contentions are raised in writ petitions, the counsel for the petitioners argued only one point in these cases. It is contended after record is transmitted to the authority on March 31, 1986 under Act II of 1983, the Chairmen could not be continued in suspension any longer. This question alone is to be answered in these cases. The details in the cases are set out in the opinion of my learned brother Jagannadha Rao, J., therefore, are not re-stated in this opinion.
