(1.) This petition is by three Superintendents working in the Andhra Pradesh Treasury and Accounts Service, questioning the combined seniority l1st prepared by the second respondent giving them seniority from later dates and regularising their services from those later dates.

The few facts, which are necessary to appreciate the contentions of the petitioners in this writ petition, are the following : On 1st April, 1958 a new department designated as Treasury and Accounts Department, was forn ed by the State Government. The Accoutant working in the Heads of Departments till then were transferred to the Admin1strative Control of the Directorate of Treasuries and Accounts. The three petitioners, who were working in the Directorate of Agriculture, were transferred permanently to the Directorate of Treasuries and Accounts on and from 1st May, 1962. The service particulars of the three petitioners, which are rot row in dispute, may be briefly mentioned below;
(3.) The first petitioner was appointed as U.D.C. in the Directorate of Agriculture on 1st December, 1956. He WPS transferred as U.D. Accountant to the Treasuries and Accounts Department with effect from 1st May, 1962 consequent on the separation of Accounts branch from the Directorate of Agriculture. He passed Accounts test for Subordinate Officers Part I in Jure, 1954 ard Accounts Test Part II in December, 1963.
