The present Writ Petition is preferred by the Superintendent of Police, Vizianagaram District at Vizianagaram, the Deputy Inspector General of Police, Visakhapatnam Range, Visakhapatnam, the Inspector General of Police, North Coastal Zone, Andhra Pradesh, Visakhapatnam and the State represented by the Principal Secretary, Home Department.
