JUDGEMENT

(1.) The petitioner, an unsuccessful applicant for the post of Lecturer in Urdu, Osmania University, by this writ petition is challenging the selection and consequential appointment of respondents 2 and 3 to the said post.

(2.) By an advertisement issued on 11-2-88 In the local English daily 'Deccan Chronicle' dated 14-12-88 the Osmania University, the first respondent herein invited applications in the prescribed form from qualified and eligible persons to fill the two posts of Lecturers in Urdu. The qualifications and eligibility notified in the advertisement as averred in the affidavit filed in support of the writ petition and not controverted in the counter-affidavit filed by the first respondent University, are as follows :
