JUDGEMENT

(1.) THIS is an appeal against the order dated 20.1.1995 passed by the District Forum, Haridwar whereby the learned Forum has fixed that the 3 bills in dispute be charged @ Rs. 1,600/ - per bill and the bill dated 21.8.1991 be charged @ Rs. 1,000/ -.

(2.) THE brief facts of the case are that according to the complainant, his bill has ordinarily been received ranging between Rs. 200 -500. But all of a sudden there was spurt in the bills. One bill dated 21.2.1991 was received for a sum of Rs. 2,207/ -. Another bill dated 21.4.1991 was received for Rs. 2,137/ -. Third bill dated 21.6.1991 was received for a sum of Rs. 3,365/ -. The complainant made complaint but his telephone was disconnected on 15.7.1991. In spite of all these facts, the bill which was received on 21.8.1991 was for a sum of Rs. 3,778/ -. It is, therefore, clear that the bills have exorbitantly been issued. It was the duty of the telephone department to send correct bills.

(3.) ACCORDING to the telephone department, an inquiry was made and equipments were examined but no deficiency was found. The learned Forum after considering the facts and circumstances of the case passed the order reducing the 3 bills to Rs. 1,600/ - per bill and the last bill for Rs. 1,000/ -.
