(2.) THE applicant is a licensed porter in Palghat Division of Southern Railway. He is aggrieved by the refusal of the respondents to appoint him as a Group D employee in the Railways; hence the O.A.

(3.) THE applicant submits that he has undergone cataract surgery and has a Posterior Chamber Intra Ocular Lens (PCIOL) implanted in the left eye. He cites an order of the Railway Board (Annexure A7) which states that:
