JUDGEMENT

(1.) The petitioner, Shri Winston Churchill Paswett has filed present petition and prayed as under:

(2.) Mr. H.S. Thangkhiew, learned senior counsel for the petitioner submits that the petitioner is working as Deputy Chief Engineer (PWD Roads) in Senior Grade-III (Civil) grade. The next promotional grade for a person serving in Senior Grade-III (Civil) is Senior Grade-II (Civil) which includes the posts of Additional Chief Engineer/Joint Secretary. He submits that as on 01.01.2015 the petitioner was placed at seniority position No. 2 in the Gradation List, Shri Paul Reader Marwein was placed at seniority No. 1 and respondents No. 4, 5 and 6 were placed seniority No. 3, 4 and 5 respectively. Learned senior counsel for the petitioner also submits that there were 4(four) vacancies in the Senior Grade-II (Civil) and process was started for compilation of character rolls (ACRs) and service records of persons in Senior Grade-III (Civil) who are within the zone of consideration.

(3.) Mr. H.S. Thangkhiew, learned senior counsel for the petitioner further submits that the petitioner made representation dated 25.06.2016 to respondent No. 3, the Under Secretary to the Government of Meghalaya, Public Works (R&B) Department, Shillong and the said representation has not been decided yet.
