This writ petition was filed sometime in the year 2018, challenging the 'Meghalaya State Policy for Weighbridges, 2018', which came into effect in terms of a notification dated 1st November, 2018. The petitioner has also challenged the subsequent notification dated 30th November, 2018, whereby the respondent Nos.2 and 3 notified check points and weighbridge-cum-check points in order to ensure integrated enforcement of rules and regulations and avoid single checking by different departments at multiple locations, pursuant to the issuance of the notification dated 1st November, 2018 and the order of the Hon'ble Supreme Court dated 6th November, 2015, passed in Special Leave to Appeal (C) No(s).17901-17902/2012, as well as orders of this Court rendered in WP (C) No.284 of 2016 and WP (C) No.277 of 2018, both dated 19th November, 2018 .

From the pleadings, it is evident that the writ petitioner was operating a weighbridge at 7th Mile, Jowai, on the basis of an agreement entered into with the respondent No.2 on 23rd December, 2009. On 6th November, 2015, the Hon'ble Supreme Court in Special Leave to Appeal (C) No(s).17901-17902/2012, passed the following order:-
(3.) The Chief Secretary of the State shall decide as to how many integrated check-posts are required and his decision with regard to number of integrated check-posts required by the State shall be final.
