(1.) Heard Shri S.B.Bangde, learned counsel for the petitioners in all the petitions, Shri G.N.Khanzode and Shri J.M.Gandhi, learned counsel for respondent no.1 in Writ Petition Nos. 544/2007 and 564/2007.

(2.) All these three petitions are being disposed of by common Judgment since the question of law and facts involved in all these three petitions are almost identical.
