JUDGEMENT

(1.) Mrs. Purav, learned AGP, confirms that the State Government has commenced the process of procurement of the replacement mobile phones/handsets on the GEM Portal. There is a bid document that is dtd. 22/6/2023 and the bid opening date is 13/7/2023.

(2.) We now proceed to note the timelines and systems for procurement, delivery, testing and distribution of the handsets. We are informed that the tender process up to the date of delivery to the State Government will take about three weeks. We allow four weeks for this purpose. Thereafter the delivered units will need to be tested and this is of-course, and as usual, random sampling testing; not each piece is expected to be tested. That process will undoubtedly take some time. We are informed that ten days will be required. We allow two weeks in addition to the earlier four.

(3.) The next step and possibly the most difficult is the matter of distributing the handsets across the entirety of the State of Maharashtra. They have to reach the remotest parts of the State.
