JUDGEMENT

(1.) BOTH these petitions involve a common issue and, as such, have been directed to be heard together by this Court. The petitioners in both the petitions in fact challenge the promotion of the respondent no.3 as Deputy Director of Health Services, Government of Goa.

(3.) DR . Sanjiv Dalvi, respondent no.3 was recommended by Goa Public Service Commission on 14th December, 1990. He was appointed on 29th April, 1991. He joined on 2nd July, 1991 and came to be confirmed on 1st July, 1993.
