(1.) Heard Mr. Shivan Desai for the Petitioners. Mr. D. Pangam, the learned Advocate General, appears along with Mr. P. Faldessai, the learned Additional Government Advocate for Respondents No.1, 2 and 3 and Mr. Nigel Costa Frias appears for Respondents No.4 to 13.
