(1.) Heard Mr. A. Sardessai, learned counsel for the Petitioner, Mr. G. Shetye, learned Addl. Government Advocate for Respondent No.1 and Mr. S. Mahambrey, learned counsel for Respondent No.2.

(3.) The Petitioner in this case, has applied for occupancy certificate on 03.07.2019 in respect of Block E of "Samarth Enclave" situated at Survey No.114/H-3 of Ella Village, Old Goa.
