JUDGEMENT

(1.) SINCE the common question is involved in these writ petitions hence they are being decided by a common judgment.

(2.) BY means of these writ petition in the nature of habeas corpus, detention of the petitioners dated 2- 1-1999 have been assailed mainly on two grounds, firstly, that extraneous materials were placed before the Detaining Authority by the SHO and on the basis of that information the detaining authority passed the order and secondly that Union of India has not passed the order on the representations preferred by the petitioners as soon as possible.

(3.) IN the counter-affidavit only this much has been averred that out of seven days two days were holidays.
