(1.) Counter affidavit filed today on behalf of respondent Nos. 4 to 14, is taken on record.

(2.) Heard Sri Arvind Kumar Singh, learned counsel for the petitioner, learned Standing Counsel representing the State respondents and Sri Brijesh Yadav, holding brief of Sri Anil Kumar Yadav, learned counsel representing the respondent Nos. 4 to 14.

(3.) Respondent No.15, though, is a proforma respondent, however, notice was issued to him but he has not put in his appearance. No interest of respondent No.15 appears to be involved in this matter as he is only a proforma respondent.
